Background/ Context
InterAction is the largest U.S. based coalition of international nongovernmental organizations (NGOs) with nearly 190 members working around the world in low- and middle-income countries, fragile and post-conflict states, and emerging/growth economies. Member organizations are large and small, secular and faith-based, with a focus on people living in the world’s most poor and vulnerable places. InterAction revenues come from dues, government grants, private foundation and corporate grants, and a growing fee-for-service program portfolio. Using its collective voice and convening power, InterAction seeks to shape important policy decisions and actions across a wide range of issues – including foreign assistance, humanitarian relief, development, economic equity, food security, and climate change – that advance human dignity, human potential, and self-determination.
InterAction’s Humanitarian Policy and Practice (HPP) team is looking for an grants management consultant to assist the team’s in developing a common system for grant management and tracking. The consultant will be tasked with establishing templates and processes for grant opening, management, and reporting across the team.
The consultant will work with the InterAction HPP and finance teams to create and implement grant management practices that are consistent and in compliance with regulations. Background knowledge in humanitarian action is preferred, as is familiarity with donor government funding, guidelines, and reporting.

Consultancy Scope of Work
Key deliverables
All deliverables are to be submitted to the key stakeholders noted below and include:
· Develop a common system of grant management and tracking applicable to the different grants across the team, including monthly team grant management and quarterly finance/HPP meetings;
· Create standardized program indicator tracking sheet to be reviewed at grant management meetings;
· Establish templates for grants tracking;
· Assist in establishing the appropriate monitoring tool for multiple grant tracking;
· Create Budget vs Actuals form that is adaptable to all grant needs;
· Assist in grant opening process, including creating work plan templates;
· Provided short trainings to staff working on grants in grant management, budget and financial tracking, grant opening, and grant reporting;
· Assist the team in establishing policies to align with grant compliance and procurement requirements, including creating ‘cheat sheets’ for donor requirements;
· Work with finance team to implement key policies for grant financial reporting, including currency conversion/exchange rates and means of match funds tracking.
Tentative timeline
It is anticipated that the consultancy will take place over the course of 3 weeks. All deliverables due by December 31, 2019.
Logistical/Admin Support
Any logistical or administrative support envisioned from InterAction is to be detailed in the scope of work.
Consultant Key Requirements
· Minimum 8-10 years’ experience grant management and grant planning from a leadership level;
· A proven track record of delivering similar deliverables;
· Experience with USAID and other donor requirements.
Stakeholder Relationships
The consultant will be supervised by the Vice President of Humanitarian Policy and Practice.
